Job Summary
- Manages Surveying and Right of Way activities for electric and
gas distribution in the Houston area footprint.
- Manages full-time employee and contract resources supporting
Surveying and Right of Way.
- Manages Survey and Right of Way processes and workflow to meet
service level agreements.
- Manages and performs activities for division employees and
contractors (e.g., safety, performance reviews, job descriptions,
employee development plans, discipline, counseling, employee
attrition).
- Manages, monitors, and prepares budget for division.
- Represents the Enterprise before governmental agencies,
developers, landowners and in legal proceedings.
- Maintains communications with all internal and external
business partners related to Survey and Right of Way
activities.
- Reports directly to the Director of Land and Field Services.
Essential Functions
- Direct acquisition of rights-of-way, fee, easement, permit
rights, and settlement of related damage claims.
- Negotiates contracts, licenses, right of way easement
agreements, and damages.
- Executes or approves bills of sale, assignments, releases of
easements, trespass cases, rental or lease agreements, and similar
instruments; manages preparation of reports on progress, real
estate, acreage, etc.
- Represents the Company and division on task forces, committees,
and work teams with inter-company and external entities with a
focus on continuous improvement and meeting customer needs.
- Establish due diligence reviews and schedules for Surveying and
Right of Way activities for potential acquisitions of routes,
areas, sites, and pipelines.
- Develops and implements plans, policies, procedures, and
schedules to accomplish enterprise objectives and goals.
- Monitors, manages, and evaluates workflow seeking continuous
improvement supporting the enterprise.
- Reviews and analyzes labor and material requirements and
contract information in relation to workload and project
requirements for budget planning and forecasting.
- Manages employees and contractors in the areas of safety,
performance, job descriptions, development plans, discipline,
counseling, and employee attrition.
- Manages vendors for Surveying and Right of Way activities.
- Manages and monitors disbursement of funds for easement
acquisition for land rights purchases by departmental checking
account and / or company credit cards.
- Establishes quality assurance guidelines. Essential Functions

- Promotes all aspects of safety, where practical and within the
limits of knowledge and training. Warns and protects the public
concerning the dangers involved in the enterprise activities.
- Evaluates the foreseeable impact of internal and external
factors such as: technology changes, regulations, business
opportunities, emerging trends and implements process adjustments
to maintain competitive advantage.
- Consults, negotiates, and coordinates with Officers, Directors,
Managers, and other company agents to achieve enterprise
goals.
- Plans and schedules division operations to support current and
future goals (e.g., plans work, assign tasks, develops goals), and
follows through to ensure completion. Evaluates alternatives, and
makes decisions and judgment about division operational programs,
activities, facilities, employees, and equipment that result in
increased productivity and effectiveness.
- Budgets for ongoing and future expenses and monitors
performances.
- Prepares and delivers oral and written communications relating
to division activities such as: reports, presentations, and
department meetings. Education Description
- Requires a bachelor's degree in, Business, Geometrics,
Surveying, Engineering, GIS, or related discipline from an
accredited college/university
- or a combination of education and experience providing
equivalent level of knowledge and experience Experience
- Requires at least eight years of experience in Land Surveying,
Real Estate, GIS, or Civil Engineering with specialization in Land
and Title Rights, and Document Management or equivalent
education
- Requires a Professional Land Surveyors (RPLS) License in the
State of Texas Physical Requirements
- Able to communicate either written and verbal communications
either in person or through technical equipment such as
telephone.
- Able to demonstrate and apply the manual dexterity to operate a
personal computer and common office equipment.
- Able to demonstrate and apply the physical dexterity to access
company and customer locations which may be confined, require
ladder access, or areas occupied by customer.
- Able to exert up to 50 pounds of force occasionally, and/or a
minimal amount of force frequently to lift, carry, push, pull, or
otherwise move objects.
- Able to operate a motor vehicle and drive a motor vehicle daily
or for extended time periods, in a safe manner, and enter/exit
vehicle unassisted.
- Able to sit, stand or walk for long periods of time.
- Able to use a variety of hand tools and power tools including
picks, shovels, sharp-shooters, pipe wrenches, pipe cutters, bolt
cutters, pavement saws, jack hammers, air guns, etc.
- Able to work a varied schedule with projects and deadlines
requiring the ability to meet changing demands.
- Able to certify and use personal protective equipment, such as
respirator, safety glasses, hardhat, gloves, protective footwear,
and earplugs on a daily basis.
- Able to exert up to 70 pounds of force occasionally, and/or a
minimal amount of force frequently to lift, carry, push, pull, or
otherwise move objects.
- Able to reach, grasp, and move items.
- Able to distinguish color. Working Conditions
- Required to participate in CenterPoint Energy's Emergency
Operation Plan (EOP).
- Able to be included in random drug screen pool required for DOT
safety sensitive positions.
- Able to handle emergency situations, including possible
exposure to gaseous atmospheres on occasion.
- Able to respond to emergency calls and/or callouts and
occasionally return to work while off duty.
- Able to work in a fast-paced environment.
- Able to work indoors in an office environment and outdoors with
occasional exposure to all weather conditions, equipment, and noise
when at field installation sites.
- Field environment may also involve being around livestock
and/or captive animals.
- Able to participate in Mutual Assistance.
